Statewide geodatabase of all roads maintained by the New York State Thruway Authority. The file includes dynamic segmentation route systems (constructed with ESRI's ArcInfo software), designed to represent the Thruway Authority's milepost linear referencing system. The bi-directional thruway route system represents each direction of travel as a separate route. There is also a centerline route system, a combined bi-directional and centerline, as well as one each for ramps, service area roads, and crossovers.

Data has topology and is topologically clean. Lines do not break for linework that crosses, but has no real-world connections (e.g., ramp bridges over roadways, centerlines, etc.)

Linework covers the all roadways that are owned or maintained by the New York State Thruway Authority. All interchange ramps service area roads, and crossover roads are included (crossovers are generalized to lines perpendicular to the roadway, due to difficulties driving these roads). A handful of ramps not owned or maintained by the Thruway Authority are included, for complete depiction of an interchange. The major route system used for the display of event data with dynamic segmentation is called THRUWAY. This models the Thruway's field-posted milepost system. Milepost routes are attributed with a standardized abbreviation for the route identifier, the travel direction of the roadway, route's from and to measure, the signed route number, the full name of the route, a route field (combined abbreviation and direction to uniquely identify each route), a from_meas and to_meas field (which indicate the milepost ranges on the signs - [these do not include offsets]), and a common name that describes the roadway. Another route system, CENTERLINE, has the same attributes, but shows only a centerline of the roadways, disregarding direction of travel. There is also TWY_BI_CTR, which is a combination of the two. The measurements for each route are unique, using the Thruway's official milepost numbers that, for non-mainline highways, include an offset value added to the field posted number. The highways, their abbreviations, and offsets follow: (Mainline, ML, 0); (I-84, 84, 500); (New England Section, NE, 600); (Cross Westchester Expressway, CW, 620); (Garden State Parkway Connector, GS, 640); (Berkshire Spur, B, 800); and (Niagara Section, N, 900). The RAMPS system shows ramps, with names and measurements that may be field-posted at a future date. CROSSOVERS, and SERVICE route systems were mostly created for ease of displaying these features, as data is not typically maintained on these alignments using a linear referencing system.

Data was field collected with a vehicle-mounted (right side of vehicle) Trimble Pathfinder Pro XRS GPS receiver. Vehicle drove at approximately 60 miles/hr. Data was real-time corrected using Coast Guard NAV beacon signal, and recorded using the DMA 10x10 Geoid. At a later point, it was adjusted in areas to match orthoimagery that was +/- 4' positonal accuracy.

In June 2001, Miller Management, with a subcontractor, drove the roadways with a vehicle-mounted GPS receiver. All Thruway-owned and Thruway-maintained roads were included. This was done to satisfy the data needs of the mapping component to the Thruway's Computer Aided Dispatch (CAD) project, and to provide a base for a bi-directional GIS route system. Some supplemental driving was done in August 2001, to collect some additional ramp alignments. A Trimble Pathfinder Pro XRS GPS receiver was used, mounted to the right side of the vehicle, over the rightmost painted edge of the right lane. This was done for all roadways, and both directions of travel. The vehicle drove at approximately 60 miles/hr. Data was recorded using the DMA 10x10 Geoid, and real-time corrected using the U.S. Coast Guard NAV beacon signal. This data was then processed, and converted to an ESRI shapefile in UTM, Zone 18 extended, NAD 83 coordinates. These lines were then attributed with values specific to the CAD project. Individual line segments were split only where a physical connection with another line existed (e.g., a ramp hitting the main roadway), or where an attribute changed (by measurement along the graphic from known bridge mileposts). This data was then delivered to the Thruway Authority. In December, the file was converted to an ArcInfo coverage. Topology problems with the arcs were manually edited, and 16 routes were built - one for each road/direction combination. The beginning and ending measures of each roadway were set to match the Thruway's official milepost system. The entire system was then calibrated to a coverage of overhead bridge point locations (also collected from CAD), with known measurements (from the Thruway?s Infrastructure Inventory and Inspection System). Any resulting problems were manually edited. Using ArcInfo software, a centerline was automatically generated, and calibrated the same way. Uncalibrated routes were also built and attributed for the ramps, service area roads, and U-turns. A correction was made to the measures on the New England Section in January 2002. In April 2002, the Berkshire Spur and New England Section routes were slightly extended, and two ramps on I_84 were renamed. Route attributes were also slightly modified, a new route system was added that combines the bi-directional and centerline routes, and the route.u_turns subclsss was renamed to crossovers. In February 2003, 2 new routes - ML-NW and ML-SE were added to route.thruway and route.twy_bi_ctr, to accomodate data that spans milepost 148.15, where the Thruway changes from N/S to E/W. Linework was also modified for one of the crossovers, and the arc IDs were changed to match unique_id. In August 2003, the entire coverage was converted to a geodatabase format. Then, using orthoimagery, the alignment of the Southbound Niagara section was realigned to match the white line separating driving lane and shoulder. Ramp alignments across the system were also updated, and in places renamed at this time. Duplicate service area roads were removed, as were arc and node feature types. In February 2005, several chnages were made to make minor corrections, add new road and ramp alignments at Interchange 8, and added FROM_MEAS, TO_MEAS, and COMMON_NAME attributes, and slightly altered some other attribute definitions.
